Professional services should be bid out, too

Questions that come to mind from the Montgomery County Security/ADA Compliance/Parking Lot project:
Why should a government project above a certain dollar amount have to be bid out, but a professional service for the government above that dollar amount does not? Shouldn't we get the best price for our tax dollars also for engineering services, general contracting, insurance etc?
In case of a real emergency and with the county budget being hand to mouth, why would you basically eliminate a source of cash reserves that you do have (CCD funds)?
Why wouldn't an elected official that has received campaign contributions from the company that you are dealing with not abstain from voting? Isn't this a conflict of interest?
If there is supposedly no security at the county court house now, how were these items that were shown and described in both papers confiscated?
If someone is determined to do harm will this security system really stop them?
